Hello from CNN, I'm Afama D.K. with the five things you need to know for Tuesday, February 20th. But first, breaking news. Authorities say the body of 11-year-old Audrey Cunningham, who disappeared on her way to school in Texas last week, has been found in a river.

The Polk County Sheriff says they're waiting on the medical examiner for information on what caused her death. The county's district attorney is in the process of preparing arrest warrants for Don Stephen McNugol, a friend of Cunningham's father, who she says will be accused of capital murder. A prosecutor says two men have been charged with murder and other felonies in connection with the deadly shooting after the Kansas City Chiefs championship rally last week.

Lindell Mays and Dominic Miller of Kansas City are being held on a $1 million bond. Here's CNN security correspondent Josh Campbell with more from authorities. They indicated that the one individual, Lindell Mays, as the celebration was wrapping up, got into some kind of verbal altercation with an unknown person. He then allegedly pulled his weapon.

The prosecutor says at that moment, multiple people pulled guns at the same time. Shots began to rang out. Even though both men were charged with second-degree murder, Miller's gun was used to kill a local DJ and radio host. More than 20 others were injured.

The new charges followed the detention of two teens on gun-related and resisting arrest charges. Alabama Supreme Court has ruled that frozen embryos are children under state law. The ruling allows wrongful death lawsuits fought by parents against the fertility clinic in Mobile to go forward. Several couples lost their frozen embryos after a patient at the clinic removed several embryos and dropped them.

On Friday, the court ruled that embryos created through IVF would be protected under the state's wrongful death of a minor act. The National Infertility Association said that while it, quote, mourns with the couples who lost their embryos, it says, quote, this anti-family ruling will likely have devastating consequences. Much of California is getting hit with another round of heavy rain today. The atmospheric river fueling the storm is weakening, but the rain is still a serious concern.

Downtown Los Angeles could see its slettest February on record, and major flooding forced the Santa Barbara Airport to shut down earlier today. The forecast office in L.A. warned people living in southwestern California to brace for large mud and rock slides along canyon roads, and debris flows in areas recently burned by wildfires. To the north, the National Weather Service says the Bay Area is under a flood watch until Wednesday morning.

Russia has arrested a dual American and Russian citizen on charges of treason in a city about 1,100 miles east of Moscow. The 33-year-old woman who lived in Los Angeles is accused of collecting funds for Ukrainian organizations and openly supporting Kiev. CNN has contacted the U.S. Embassy in Moscow and the U.S.

State Department for comment. Russia has detained several U.S. citizens in recent years. The Moscow court rejected Evan Gerskovich's appeal today and upheld his free trial detention until March 30th.

The Wall Street Journal reporter has been held since March of last year on espionage charges, which he, his employer, and the U.S. government have denied. He faces up to 20 years in prison if convicted. Coming up, Elon Musk's brain chip company marks an important milestone.

Nearly a month after the company's chip was implanted in their brain, the details about the breakthrough are limited, and the company did not respond to a request for comment. Last year, the brain chip startup received FDA clearance to carry out the human clinical trials.

Neuralink started recruiting patients with quadriplegia caused by a cervical spinal cord injury, or ALS. This project has been in the works for more than five years. The company faced scrutiny after a monkey died during an attempt to get it to play a video game in 2022. Musk said last month that the company's first product would be called telepathy, adding that its first users will be people who can't move their limbs.
