The federal government and states like Florida enacted “tough on crime” policies, including mandatory minimums, three-strikes laws, and sentencing disparities between crack and powder cocaine. Instead of offering support, treatment, or mental health services, people like Alethia were swept into a system designed to punish—not to heal.Alethia began using crack in 1983, after enduring serious life trauma. She struggled with addiction for years, committing minor offenses just to survive. But in 2004, just as she was beginning to turn her life around—planning to start school and get her GED—she got caught in a sting operation targeting her sister, Diane.Diane sold $20 worth of crack to an undercover officer. Alethia, who drove her to the site and was merely present during the sale, was arrested and charged with the same offense. She was never offered treatment.
