We’re talking about episode 20 of the 90s anime, which was one of several episodes notoriously absent from the DiC dub, but lovingly dubbed and distributed in the U.S. by Viz last year. Now this episode MIGHT have made sense if it were an actual Halloween episode, since the majority of the supporting cast seem to be variations on classic monsters seen in Universal Horror films, except it takes place at a beach.
