Dustin further connects MKultra to DARPA, the Brain Initiative, and the Cyborg Soldier program. Under MKultra, Gottlieb was allowed to kill people in secret torture prisons stationed around the world in a quest to break their minds, wipe them clean, and replace them with new minds.
