Former Chief Librarian Carol Moore and retired Chief Administrative Officer Alfred Cheng describe repeated annual budget reductions, prioritization and fundraising, migration to digital services, consolidation of desks, and avoiding layoffs through attrition while protecting the acquisition budget.
