Balancing Benefits and Money

Description: The system of benefits, or welfare, exists because all states are possible and observable. The condition of the observer determines the state observed and experienced. Those who can afford housing require no benefit, to counter-balance there are those who cannot afford housing and thus they can receive benefit. This is balance. Increasing salary does not necessarily increase wealth, because expenditure may remain the same or increase. Conditions would need to change to increase overall wealth i.e. reduce liabilities and increase assets. To balance the effect of increased income, expenditure would need to increase and at a minimum this typically happens by way of an increase in taxation. Benefit and welfare departments exist to fulfil the state of being unable to pay for housing, because not all people experience the same conditions.
