Harrisburg, Pa., May 7, 2024 — Today, the Pennsylvania Senate Education Committee advanced Senate Bill (SB) 795, establishing Lifeline Scholarships for children in failing schools. Sponsored by state Sen. Judy Ward, the legislation passed with bipartisan support by a vote of 8 to 3, marking a crucial step toward providing more educational options and protecting vulnerable students throughout the commonwealth. Commonwealth Foundation Vice President Stephen Bloom issued the following statement in response: “The Commonwealth Foundation applauds Sen. Judy Ward and Senate leaders for their unwavering dedication to rescuing kids trapped in failing schools. Time and again, Senate Republicans have championed the belief that all children deserve access to a quality education, regardless of their income or zip code. Today is no different. “The advancement of SB 795 represents a significant win in the ongoing fight for educational freedom. But more than that, this movement of the bill marks a crucial first step in state budget negotiations. This committee vote illustrates the Senate’s commitment to Lifeline Scholarships and the immediate relief the program would provide for students struggling in Pennsylvania’s worst-performing schools. These institutions continue to lag behind, despite school district revenue increasing by $37 billion last year alone—and 30 percent since 2013. “The Lifeline Scholarship program would establish Education Opportunity Accounts for families to use toward tutoring, private school tuition, or other educational tools that best meet their kids’ individual needs. Among Pennsylvanians, the program is overwhelmingly popular. According to our latest polling, 77 percent of registered voters in the commonwealth support the proposal. Lifeline Scholarships also boast legitimate bipartisan backing, with Gov. Josh Shapiro, Senator Anthony Williams, and other Democrats voicing support for the program. “Last budget, this bipartisanship nearly culminated in a compromise between Senate Republicans and Governor Shapiro—an agreement that would have enacted Lifeline Scholarships and protected many of our state’s most vulnerable children. But House Majority Leader Matt Bradford dashed those hopes by blocking the deal from advancing. “Our kids deserve better. We now call on the full Senate to support this critical lifeline for Pennsylvania students. Harrisburg, Pa., April 1, 2024 — The Commonwealth Foundation today launched several digital billboards across Philadelphia promoting the Lifeline Scholarship Program that would allow students to escape Pennsylvania’s lowest-performing schools. Kicking off an ambitious awareness campaign, the ads urge parents to visit LifelineScholarships.com to explore the potential of the program’s proposed Educational Opportunity Accounts (EOAs) for their kids. The three digital billboards will run for the next 12 weeks at major locations along I-76, I-676, and the Schuylkill Expressway in Philadelphia, Pennsylvania. Multiple other billboards have slated launches in the Pittsburgh, Wilkes Barre/Scranton, and Harrisburg areas. "Every child deserves access to an excellent education," said Erik Telford, the senior vice president of public affairs at the Commonwealth Foundation. "Lifeline Scholarships empower families to do just that by allowing education funds to follow the student. Parents get to choose the schools that best meet their kids' needs." Lifeline Scholarships, proposed by the state legislature last year, would establish EOAs for students trapped in schools ranked in the bottom 15 percent of the state’s educational institutions. In these failing schools, fewer than 10 percent of students test proficient in math, and just 25 percent reach proficiency in English. "Too many kids are currently trapped in failing schools. Lifeline Scholarships would provide parents $10,000 to send their child to a better and safer school,” Telford stated. "We want to make families aware of the transformational impact of Lifeline Scholarships so that when they become available, parents can take advantage of the new opportunity to secure their children’s future." Funded separately from existing education formulas, Lifeline Scholarships would not impact public school budgets. Though Gov. Josh Shapiro vetoed the legislation in August 2023, the latest polling reveals a strong majority of Pennsylvania voters (61 percent) believe the governor should enact Lifeline Scholarships.
