It's backed by President Biden and would offer a path to citizenship for more than 2 million immigrants in California.  Reporter: Tyche Hendricks, KQED Journalist Brandon Rittiman with ABC10 in Sacramento reviewed an internal report from Pacific Gas and Electric's material lab.
