Kathy Tilque served as President/CEO of the Gilbert Chamber of Commerce from 1996 to 2020, capping a 32-year career in the industry. Following her retirement, she was elected to the Gilbert Town Council in 2020, serving as Vice Mayor in 2023 before retiring in 2025 to lead the Gilbert Advocacy Center Foundation, which supports victims of violent crimes. While on Council, Kathy spearheaded the creation of the Community Engagement Task Force to address social issues including domestic violence, mental health, homelessness, suicide prevention, and teen violence. She also led initiatives to improve community communications, meeting protocols, and ethics policies. Kathy is a founding member of the East Valley Chambers of Commerce Alliance advocating for business at the State and Federal levels since 1998 and Positive Paths, which supports women in transition through education and mentoring. She helped establish Gilbert Sister Cities and has served on numerous local and regional boards. She holds the Certified Chamber Executive (CCE) designation and is a graduate of the U.S. Chamber's IOM program. Her honors include the Phoenix Business Journal's "Most Admired Leader" (2017) and Positive Paths' "East Valley Woman of the Year" (2019). Gregory Tilque is currently the President Emeritus of Gilbert Sister Cities, a non-profit organization that seeks to build cultural and economic relationships with people in other countries. He most recently served as Senior Economic Development Manager for the Greater Phoenix Chamber where he was responsible for the business retention and expansion program. Prior to the Phoenix Chamber, Mr. Tilque spent two years with a start-up management-consulting firm, Execute to Win (ETW) as Relationship Manager. The majority of his career (25 years) was spent with the Town of Gilbert, most recently as the Development Services Director, where he was responsible for the Planning Services, Engineering Services, Permits & Licensing, Inspection & Compliance and Economic Development divisions. Before serving in the Development Services Director role, Mr. Tilque was Gilbert's Director of Economic Development for 19 years where he was responsible for the attraction of new business and industry to the community as well as the retention and expansion of existing businesses. Prior to his employment with the Town of Gilbert he was the Executive Director of the Gilbert Chamber of Commerce. Greg is a Certified Economic Developer (CEcD), a past recipient of the "Economic Developer of the Year" award and the William Lampkin Award for Long Term Excellence in Economic Development from the Arizona Association for Economic Development (AAED) as well as a former Chair of the Greater Phoenix Economic Council's (GPEC) Economic Development Director's Team. He received both his Bachelor's Degree and MBA from Ottawa University and in 1995 founded Gilbert Sister Cities, where he currently serves as President Emeritus. Greg started the Gilbert Sister Cities program in 1995 in order to gain economic and business relationships with countries abroad as well as finding ways to foster cultural relationships with people from other countries. Gilbert has had a sister city relationship with Leshan, China since 2002 and with Antrim & Newtownabbey, Northern Ireland since 1998. In October 2017 Greg was bestowed the honor of being the first Honorary Citizen of the Borough of Antrim & Newtownabbey, Northern Ireland for "serving with distinction" for his involvement with Antrim & Newtownabbey through his work with the Gilbert Sister Cities program. Greg is married and has a blended family of three kids and 4 grandchildren.
