Norm is joined in the second hour by States Attorney General for the District of Hartford, Connecticut, Sharmese Wolcott. Sharmese and Norm go back many years as legal adversaries. Sharmese joins Norm to discuss what the juvenile justice system is at a fundamental level, the goals thereof, and where the voids in the system reside. Norm inquires about the concept of "delinquency" and how young a person can be to be "put into the system" or prosecuted, which in the state of Connecticut is the age of 13 years old. The conversation circles around as Norm acknowledges that the juvenile system is most devoted to rehabilitation and for good reason, a proposition with which Sharmese agrees. However, Norm presses on this. How serious an offense might a juvenile commit before the case turns from juvenile to adult? What about punishment? Deterrence? Tough questions.
