O retorno ao rito constitucional das Medidas Provisórias (MP) está causando atrito entre os presidentes da Câmara dos Deputados, Arthur Lira, e do Senado Federal, Rodrigo Pacheco. Esse impasse pode atrapalhar praticamente todas as medidas de destaque do novo governo. A disputa entre as Casas Legislativas era algo que o presidente Lula da Silva planejava solucionar durante sua visita à China, já que ambos os parlamentares estavam na lista de convidados. Entretanto, Arthur Lira decidiu cancelar sua ida para se dedicar à votação do novo arcabouço fiscal. O motivo do atrito entre as Casas está no rito das MPs, que foi alterado durante a pandemia mas deve retornar ao modelo da Constituição. O funcionamento das comissões ficou suspenso desde 2020 e as MPs passaram a ser analisadas diretamente pela Câmara. Esse modelo dava mais influência a Arthur Lira e aos demais deputados, e este é um dos principais motivos de atritos com o Senado. Rodrigo Pacheco determinou a retomada das comissões mistas que analisam os textos antes de serem votados na Câmara nesta semana e Lira reagiu dizendo ser uma medida “truculenta”. Na avaliação dos nossos consultores, o maior prejudicado nesse impasse é o presidente Lula da Silva. Medidas importantes para o governo estão correndo o risco de caducar, já que o prazo para as MPs serem aprovadas é de até 120 dias, e algumas já chegaram aos 50 dias. A situação é crítica e pode causar uma paralisação no andamento das votações, o que prejudicaria não só o governo, mas a população brasileira beneficiada pelas medidas.
