Combine flour and powdered sugar in a medium bowl. Pour in butter and mix well. Press mixture evenly into a greased 9x13 pan. Prick dough with a fork and bake for 15 minutes. Combine sweetened condensed milk, egg, vanilla, toffee bits, and pecans. Pour over prepared crust. Bake for 20 minutes. Cool and cut into squares.
