The NAACP and Congressional Black Caucus have launched a new campaign called “Out of Bounds,” urging Black athletes to boycott public universities in states accused of weakening voting rights protections after the Supreme Court’s Louisiana v. Callais ruling. Civil rights leaders say the movement is aimed at challenging efforts they believe dilute Black political power.
