We often think of the wicked as the really terrible, bad, awful people who do dreadfully disgusting things that everyone knows is just horrendous. However, that is not the wicked of Psalm 28. In fact, most people today wouldn't even recognize these wicked people as wicked. In fact, we might get a little concerned because the wicked might include us.
