A city task force is proposing an overhaul in how Baltimore handles citizen complaints of misconduct by police officers. The consent decree between Baltimore and the US Department of Justice tasked the group with studying civilian oversight of police. In its 74-page report, the task force urges disbanding the current Civilian Review Board and creating a two new oversight panels.
