The trump admin controlled FMCSA said “no, commerce is interstate, having a federal standard for rest breaks will keep things safer than having a state by state standard” Now the biden admin controlled FMCSA is backtracking on that, saying to the states “if you can prove safety is enhanced both intra and inter state with your rules, you can petition the FMCSA for an exemption to the federal rest break standards.” Proponents say “Yay!
