Welcome to Getting to Third Space with Lamar & Tom! To kick-off Season 2, Lamar & Tom have a special guest. Seth Kaplan is the author of a new book titled “Fragile Neighborhoods.” Seth Kaplan is recognized globally for his expertise in “fragile states.” A “fragile state” is one that has experienced the loss of physical control of its territory or a monopoly on the legitimate use of force; an erosion of legitimate authority to make collective decisions; an inability to provide reasonable public services; and the inability to interact with other states as a full member of the international community. Briefly put, it is a state that has become highly unstable. In “Fragile Neighborhoods” Seth argues that neighborhoods can similarly experience fragility and proposes a path to greater resilience and flourishing. Seth Kaplan holds a number of positions related to his expertise on “fragile states.” He is a Professorial Lecturer in the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University, a Senior Adviser for the Institute for Integrated Transitions (IFIT), and a consultant to multilateral organizations such as the World Bank, U.S. State Department, U.S. Agency for International Development, and Organization for Economic Co-operation and Development as well as developing country governments and NGOs.
