It would send relief checks to taxpayers. Reporter: Keith Mizuguchi, The California Report A new report on safety inspections at Diablo Canyon Nuclear Power Plant in San Luis Obispo County has found failures by inspectors from the Nuclear Regulatory Commission to appropriately identify several issues at the facility.
