The Global Battle to Regulate Technology

The United States, the European Union, and China are involved in intense conflicts to control the digital economy, both within their borders and globally. Anu Bradford, the Henry L. Moses Professor of Law and International Organization at Columbia Law School, provides a framework for understanding and assessing these conflicts in her new book, entitled “Digital Empires: The Global Battle to Regulate Technology.” Jack Goldsmith spoke to Bradford about why the EU rights-driven model is in ascendancy in the West and what this means for the U.S. tech companies that are the primary targets of EU regulation—and for innovation more generally.
