Odan is a Trill - we'll learn much more about them in future Star Trek iterations - and that means he's a bug inside a host body. The bug is important, because he's the only person two warring moons trust to broker a deal. So Dr. Crusher puts the bug in someone else, her friend Riker, and all of the feelings of love and infatuation are there still, kinda. Sorta.
