It was spoken by the bard Amergin when the Milesians (Celts) arrived in Ireland to claim the land from the Tuatha Dé Danann.  He identified himself with the land's spirit through myriad natural and elemental forms (stag, wind, wave, sunbeam, etc.) to quell a magical storm and assert divine right.
