This is because insulin tends to cause fat to be stored in the middle part more than any other place. You will have to add exercise to fully handle the lower part of your body as the muscle to fat ratio is off. This means that you do not have the quantity of muscle you need. This could take quite a while but if you focus on really exercising the muscles of the lower extremely it will happen but use a tape measure compare to just a scale.
