The police department cleared the officer of any wrongdoing. The district attorney declined to prosecute. Tony’s mother, Andrea Irwin, settled a civil lawsuit against the city in 2017. Her attorneys called it the biggest settlement in Wisconsin history for a police shooting. But Tony's grandmother, Sharon Irwin-Henry, still wants her day in court.
