North Carolina Gov. Josh Stein declared a statewide state of emergency ahead of a winter storm that's expected to bring the first measurable snowfall to Charlotte in three years, warning residents of freezing temperatures and dangerous travel conditions. "This storm will likely bring significant impacts from snow, sleet and freezing rain in different parts of the state," Stein said.
