Ausgehend von Römer 13, 1 \"Jedermann sei untertan der Obrigkeit\" wurde in der Reformationszeit der Widerstand der Untertanen überwiegend als Rebellion gegen Gott gedeutet. Wenn man aber den Vers 4 als Korrektiv dazu nimmt, in dem darauf verwiesen wird, dass die Obrigkeit \"Gottes Dienerin\" ist, lässt sich daraus ein Widerstandsrecht ableiten. Sobald sich also eine Obrigkeit nicht dem Willen Gottes gemäß verhielt, durfte sie kritisiert oder sogar abgesetzt werden. Die Verlängerungen der unterschiedlichen Betonungen lassen sich bis in das 20. Jahrhundert hinein verfolgen.
