Civics Before Congress

It feels obvious to say lawmakers should know the Constitution before they’re trusted with power, budgets, and national policy. But once we follow that idea all the way down, the real question becomes harder: can we legally require a civics test for Congress without breaking the Constitution itself?We walk through what the Constitution actually allows for congressional qualifications and why adding requirements by simple legislation runs into a wall.
