Licenciado en Economía por la UBA (1972), inició su carrera en Aerolíneas Argentinas y luego se desempeñó en el Consejo Nacional de Desarrollo. Dirigió investigaciones sobre desarrollo económico, el Mercosur, estrategias empresariales, innovación tecnológica y sectores clave como la industria textil y la automotriz. Es autor de 24 libros y de más de cien artículos.Fue profesor titular en la UBA y en la Escuela de Negocios de la Universidad Torcuato Di Tella, director de la CEPAL en la Argentina, presidente del IDES y profesor visitante en la Universidad de Oxford.
