As soon as segregation was threatened, white homeowners fled to the suburbs. Chloe Thurston finds that the federal government decided to subsidize the private mortgage market, rather than focus on public housing. But advocacy groups for racial minorities, women, and the poor did make some progress addressing discrimination behind the scenes. Local and federal policy produced our unique American housing market, including pitfalls that are still with us today.
