The GAO high risk list flags programs ‘vulnerable to waste, fraud, abuse, or mismanagement, or in need of transformation.’ Alissa H. Czyz, Director, Defense Capabilities and Management, discusses a recently released GAO report on the transfer of personnel security clearances.
