Stockton's Mayor Lost Reelection. Will His Initiatives Continue? Stockton Mayor Michael Tubbs has lost reelection to his challenger, Republican pastor and veteran Kevin Lincoln. Tubbs conceded the race on Tuesday. Tubbs launched initiatives that generated national attention.
