There are organizations that consciously chose to leave a section of their workloads on-premises, or maybe even move things back on-premises after running them on public cloud because that made the most sense. But whatever curve organizations followed, it appears that they have worked out what and whether to migrate to cloud, a decision that was shrouded in ambiguity in the early stages.
