TWRS-190 – Ham or GMRS?

The reasoning put forth was based simply on the fact that while both were governed by rules set forth by the FCC, ham radio had more spectrum allocated to it than GMRS. While it is true that GMRS has fewer channels, is it really fair to say that ham radio is better than GMRS, or could it be the other way around?
