And in San Francisco there is a new government pilot program that pays 10 individuals not to harm or shoot anyone because they have a reputation for repeated violence. Whatever happened to personal responsibility? Why does SF only reward people who act badly? Why does LA spend over half a million dollars a unit per homeless person?
