Before assuming this role, she held the position of Director General at the National Child Development Agency (NCDA) for two years. Before her tenure at the NCDA, she served for over two years as the Vice Mayor of the City of Kigali, overseeing Socio-Economic Affairs.In addition, she served as the Permanent Secretary of the Ministry of Gender and Family Promotion for three years. She also worked at the Rwanda Governance Board for six years, initially as the Acting Director General of Research and later as the Head of Corporate Services.Earlier in her career, Ms. UMUTONI worked as a lecturer at the University of Rwanda - College of Arts and Social Sciences in the Faculty of Law, where she taught for five years and concurrently served as the Coordinator of the Master's Program in Business Law. Furthermore, she served three years as a Regulatory Board Member for the Rwanda Utility Regulatory Authority (RURA).Ms. UMUTONI holds a master's degree in Public Law and Good Governance from Utrecht University in the Netherlands, as well as a bachelor's degree in law from the University of Rwanda.
