Commissioning (Cx) is van oudsher een systematisch kwaliteitsborgingsproces dat wordt toegepast op installaties. Hoewel commissioning vaak geassocieerd wordt met de realisatie en aanpassing van vastgoed (Initial Commissioning bij nieuwbouw, verbouw, renovatie en/of onderhoudsactiviteiten), wordt kwaliteitsborging ook toegepast op de gehele levenscyclus van een bouwwerk, inclusief de fase van ontmanteling.

Commissioning is een essentieel proces om de kwaliteit en functionaliteit van installaties, faciliteiten en componenten te waarborgen. Het Rijksvastgoedbedrijf (RVB) past Commissioning toe om projecten efficiënter te beheren en de regierol te versterken. Dit proces biedt transparantie aan alle betrokken partijen, waaronder het RVB, klantorganisaties en opdrachtnemers. Door een integrale benadering van gebouwgebonden installaties en hun onderlinge samenhang wordt het complexe proces beheersbaar. Het resultaat is aantoonbare functionele kwaliteit van installaties, met als doel een hogere betrouwbaarheid en betere prestaties.

Eliot Crowe analyzes the costs and savings of building commissioning (Cx) in North America between 1984 and 2018. The authors collected data from more than 1,500 buildings to examine how the effectiveness of Cx, for both new construction and existing buildings, has evolved over time. The report examines different types of Cx projects, including utility-sponsored energy-saving projects, monitoring-based commissioning (MBCx), and non-utility-funded Cx projects. The study concludes that Cx remains an effective method of saving energy and that Cx costs have declined since 2009, while the size and complexity of projects have increased.

A study from Lawrence Berkeley National Laboratory analyzes the implementation of energy management systems (EMIS) in commercial buildings in the United States. The study examines the costs and benefits of EMIS, including energy savings and operational benefits. The study also highlights the different types of EMIS, such as energy information systems (EIS) and fault detection and diagnostics (FDD), and how they are used in monitoring-based commissioning (MBCx). The study finds that FDD systems provide greater savings than EIS systems, but also incur higher costs. The study also examines the role of MBCx service providers in supporting EMIS implementations and emphasizes the importance of a coordinated energy management strategy to realize the full benefits of EMIS.

The DS3090 is a Danish standard for commissioning of installations in buildings. The standard describes the process of checking and documenting the installations during all phases of construction, from the initial ideas to the operational phase. The standard specifies which documents should be drawn up, which tests should be carried out and how the roles should be divided between the client, the commissioning manager, designers, contractors and suppliers. The standard is aimed at improving the quality of installations, minimising energy consumption and ensuring the safety and reliability of the building installations.

A commissioning plan describes how the quality assurance of the installations will proceed during the engineering, execution, delivery, warranty and maintenance phase. The plan specifies the responsibilities of the various parties, lays down the test procedures and contains a planning for the commissioning activities.

De eerste bron, van de Dutch Building Commissioning Association, beschrijft Commissioning als een belangrijk proces voor het garanderen van de prestaties van gebouwen en installaties. De bron benadrukt de rol van Commissioning Nederland, een vereniging die de toepassing van Commissioning promoot en kennis deelt. De tweede bron, "Mens achter de techniek", focust op de ervaringen van Arjan van der Sar, een expert op het gebied van Commissioning. Van der Sar benadrukt het belang van Commissioning voor het waarborgen dat de verwachtingen van opdrachtgevers worden vervuld en dat de installaties functioneren zoals bedoeld. Hij pleit voor een eenduidige aanpak van Commissioning in Nederland en het ontwikkelen van gestandaardiseerde testprotocollen.
