With the closure of the city’s Consumption and Treatment Services (CTS) site on the horizon due to loss of Provincial support and recent news of Kingston being approved for a HART Hub, Council discussed and ultimately approved a multi-part response to support the community through the transition to the abstinence-only recovery model.
