    MJ 226(v)- Recent Cyber Attack is Cause for Concern - video

    Three reasons this cyber-attack is cause for concern - No early warning systems in place to detect an attempted or actual cyber-attack. This attack was discovered only after the damage had been done. There was no detection mechanism in place to alert of an attack or attack attempt. Without early warning/detection systems, there could be additional attacks on more critical systems at any point...or in progress.  This could have been a probing attack...to evaluate vulnerability and assess reaction/response. A probing attack could indicate a larger cyber attack is on the horizon. Critical infrastructure lacks resiliency. Impact in this case was limited because redundant systems were in place and functional. Our power grid, by comparison, lacks functional redundancies. Had this attack shut down an electric generator or destroyed a vital component of the power grid, the outcomes could have been much more dramatic. Several references have indicated that the Nations power grid is the most "at risk" target we have. How will this impact the ability of your service? How will this effect your personnel availability to respond or be called back to work when needed? We also have to consider the average citizen stockpile of fuel, use of unapproved alternate fuels and the related hazards to responders.We'll find out a bit more about the Ricin Guy...talk about ricin exposure and the signs and symptoms of ricin intoxication.Last week I talked about the anniversary of the Oklahoma City bombing...I was reminded this week that March 25, 1995 was the anniversary of the Tokyo subway sarin nerve agent attack. Special thanks to MJ listener, Tom for keeping me on my toes.In a related story, a 14-year old girl commits suicide by creating poison gas...a blood agent, hydrogen sulphide. H2S is a blood agent, similar to Cyanide. Both these events underscore the need for us to be aware that the Consumer-Level Hazardous Materials Events are deadly...can be intentional or accidental...but deadly.

    MJ#61: Rochester 9-1-1 Operator Abuses Terrorist List, National Preparedness Month Tip, and Courage to be Safe!

    This week on Mitigation Journal:Special welcome to Jason, listening to us from Fredrick County, MD!A Rochester 9-1-1 operator has been accused of searching data bases including the Terrorism Watch List with 277 names. The searches seemed to have been conducted in January of 2006 and again in October or 2007. Officials believe she intended (or maybe already has) passed information along to "others". Knowing if you or others are on the Terrorist Watch List would be a major piece of intel should you want to carry out an attack...here or anywhere. By the way, the (now ex-) 9-1-1 operator claims discrimination because she is Muslim. I'm going to take this seriously. September is National Preparedness Month! Our Preparedness Tip this week is: Knowing what you childs school emergency plan is vital in cases of emergency or disaster. Do you know what your childs school is going to do in the event of a natural disaster or other crisis? Request a copy of you childs school's emergency plan for these event...keep it and read it. Courage to be Safe - So Everyone Goes Home: What are you prepared to do to prevent line of duty death? Last week on MJ I told you what a tremendous program this was...easily among the most meaningful presentations I've ever seen. This week I talk to Paul Melfi, the New York State Advocate for Courage to be Safe. Paul is a well known fire instructor and a retired Deputy Chief. Actually finding the patient is only part of the job. Providers of emergency medical service (EMS) at all levels must prepare themselves prior to reaching the scene or patient for a variety of potential actions and outcomes. Waiting to arrive on-scene to develop a care plan or mental review of the potential scenarios places both provider and patient at a disadvantage. The fire services use the process of pre-incident planning and size-up to prepare firefighters for potential needs or dangers of any given situation. Pre-incident planning can be used to anticipate additional resources and special needs of a situation. Emergency medical services can and should do the same.EMS and fire service text are filled with acronyms that have become part of daily conversation. Acronyms are memory aids that range from the simple ABCDE’s that remind us of the basics of patient assessment to SLUDGE as a memory jog for organo-phosphate exposure symptoms. In this installment we will introduce the acronym LOCATE as a means of assessing not only the patient, but the scene and patient needs as a whole.
