The Prep is complete and Ian makes his diplomatic debut before the Clan Chief Assembly in Anadarko, The Threat from the Autocratic Melbourne and Communistic Black Sea Freehold Scribes begin threatening everyone's freedoms. Bomb's are found in Freehold III which are aimed at Rachel and democracy from the ultra-radical nationalistic movement.

Ian and Company meet the 'Binos. Lars and Kaly stay in Frederick, Oklahoma. Ian, Kerry, Kita, and Two Feathers arrive in Anadarko, Oklahoma. It's not what Ian expected!

Cassy is indirectly leading Kelly into life as a Scribe. Ian finally meets with Falling Deer who sign's an Agreement with the Freehold Federation. The cost is Ian must intercede for the Comanche and Fort Sill Apache with the Clan Chiefs at Anadarko.

Ian returns to the Freehold. He must prepare before he can meet with Chief Falling Deer of the Comanche, Principle Chief Iron Johns of the Kiowa Apache, and Principle Chief Tall Bear of the Navajo.
