This process involves a committee composed of chairpersons from each committees, including Terry Bell, Christy Ross, Randy England, Scott Rubley, Tommy Savage, Ron Lee, Michael Bell, Carl Bouldin, Carlene Brown, Gary Prater, and Blaine Wilcher.Every year, at the end of the fiscal year, non-profits have the opportunity to request funds by filling out a form and attending a meeting to discuss their needs. This year, the county awarded $459,666.65 for the new fiscal year. The county is mandated to support maintenance and effort only for the Magness Library, which received minimal funding due to issues such as a large homeless following impacting local use of the library.The rescue squad and fire departments also receive substantial funds from the county. Commissioner Prater recommended that the rescue squad receive less than the volunteer fire departments and humorously suggested they add sausage to their monthly ham breakfast fundraiser. The rescue squad had not picked up last year's award, which was also discussed.Meals on Wheels Director, Nancy Mayfield, was the only representative who attended the meeting and explained how the funds would be used to purchase containers for the meals. Other timely applications included The Black History Museum, Warren County Food Bank, Special Games, The McMinnville Warren County Chamber of Commerce, Warren County A & L Fair, Warren County Sr Center, CASA, Families in Crisis, Young Men United, and The American Red Cross. Late applicants included The Pregnancy Care Center, Main Street McMinnville, and Warren County Books from Birth.Commissioners discussed the amount requested, the organization's budget, cash on hand, and the impact on the community. Commissioner Rubley pointed out that the American Red Cross has its books out of order, with administrative costs higher than the recommended percentage for a non-profit, resulting in no county funds being awarded. Commissioner Ross emphasized the importance of timeliness and communication with board members to receive tax dollars. While everyone agrees that good work is being done, communication and transparency are essential. Health and Welfare Committee Meeting May 8th
**Summary of the Health and Welfare Committee Meeting – May 8th**During the meeting on May 8th, the committee reviewed significant developments from April, where the health department administered 67 vaccines and facilitated 2,548 visits from 2,753 clients. A groundbreaking ceremony for a new health department location is scheduled for May 12 at 11:30 AM.The animal shelter provided an update on its April activities, reporting a census of 3 cats and 66 dogs. There was an intake of 17 animals (1 cat and 16 dogs) and a total of 4 successful adoptions (2 cats and 2 dogs). Unfortunately, there was also one cat death and one animal returned to its owner. The shelter received 225 phone calls and $165 in donations, alongside generous contributions of pet food and essentials.In terms of rescue operations, outreach efforts involved contacting 14 organizations, with 5 responding. Notably, A Paw and a Prayer Dog Rescue has agreed to assist with dogs weighing under 20 pounds and puppies. Currently, there are 8 puppies, approximately 2.5 weeks old, waiting to be weaned, with rehoming initiatives set to begin in a month. The committee approved a rehoming fee of $150 per dog for rescues and decided to waive adoption fees until July 10 to encourage adoptions.The committee discussed the construction of a new shelter, noting that project bids have exceeded budget expectations, with the lowest roof bid at $169,000 and additional costs for trusses, labor, and metal installation. They are considering alternative labor sources, including local companies and a Mennonite group from Sparta, Tennessee.Operationally, the shelter remains open five days a week, from 8 AM to 4 PM, supported by staff members Jeff, Megan, and Shelby, along with inmate assistance for cleaning. A new truck insert is being ordered, featuring air-conditioning and dedicated storage.Looking ahead, the committee highlighted an upcoming event on June 20, organized by Jackie at the Warren County Chamber of Commerce, where shelter animals may be showcased. Plans were also made to investigate options for securing trusses and a follow-up on the Raising Wolf event details.Lastly, discussions continued regarding staffing adjustments due to a recent resignation and improving volunteer engagement while addressing kennel cleanliness concerns.

WC Budget and Finance Meeting May 5th
On May 5th, the Budget and Finance Committee reviewed and approved the judicial commissioner's budget, implementing several changes aimed at enhancing operational efficiency within county operations. Highlights of the budget include an additional $100 in dues and memberships and new funding for the Emergency Vehicle Purchase (EVP) fund, which is dedicated to office software digitization and vehicle maintenance.A notable feature of the budget is a built-in staff raise of $2,500, intended to ensure fair compensation. The committee also proposed a $7,500 investment in new building permit software, which aims to improve user access and compliance, thereby streamlining the permitting process. Positive financial projections indicate bar marshal deeds revenue might exceed $54,000 this year, with future revenues from plan reviews estimated between $60,000 and $90,000.However, challenges were identified in the legal budget due to increased attorney fees, which now range from $150 to $275 per hour, with potential fees climbing to $300 for court appeals. Vehicle maintenance costs have risen by $1,000, necessitating ongoing discussions about vehicle replacement.Cost-saving strategies include the use of Stamps.com, anticipated to save approximately $1,000 annually, and new software for the Juvenile Court expected to reduce costs by about $6,500. Increased juror witness fees were noted due to a rise in trial activity.The health department budget includes $51,100 in local funding and provisions for state allocations, while the Emergency Management Agency faces rising operational costs, especially fuel and personnel. Grant applications are underway for $450,000 in site development and $125,000 for reconfiguring the Centertown Convenience Center.A significant investment in the ACA Ware Incident Command software, costing $8,500, was proposed to enhance emergency management capabilities. Overall, the budget discussions reflected a proactive focus on technology upgrades, legal services, and operational efficiencies, positioning the county to meet future needs effectively.

Highway and Bridge Committee Monthly Meeting
In the meeting Gray Prater started off with approving the last meeting minutes, then discussed what was on the agenda for tonight.1 - Issue with County Road- Mr. and Mrs. Parson's discussed how dangerous gribble road is becoming with Speed violators and requested speed limit sign to be posted and to also lower the speed to 35. Highway Depart Superintendent Levi Glenn turned in the signatures from the petition. The motion did pass, once the sign is posted, Commissioner England told Mr Parson to let them so that we can get the Sheriffs Department to put the Electric signage up to promote the speed limit change.2- Road Closure- the road closure was requested Hitchcock Rd. its a dead in road and the family would like the is taken off the road map.3- E.W.P. Programs-The Emergency Watershed Protection (EWP) Program in Tennessee provides technical and financial assistance to address imminent threats to life and property caused by natural disasters like floods, fires, and windstorms that impact watersheds. This program doesn't require a federal or state disaster declaration to begin providing assistance. Carl Bouldin addressed the issue about Robert Smith Rd. that happen on May 9th 2024, the storm a year ago washed out the road and bridge, Commissioner Bouldin wanted to know why we didn't submit Robert Smith Rd, Highway Department Superintendent Glenn had plenty of time and he wanted to know what happened? Highway Department Superintendent Glenn said it was an oversight and that his committed to getting back in touch w/the proper folks4-Highway Department Budget- Budget passedThese meetings are open to the Public, its the 1st Tuesday of each month at 4pm
