舜于摄政后巡守期间协调四时节气，统一律、度、量、衡。修定五礼、五玉、三帛、二生、一死，确定各个不同等级的官员拿不同的信物，见面礼，如五器，行完礼后归还诸侯。巡守完毕后，祭告于太庙，跟往圣先贤禀告，一点都不敢自专。舜每隔五年巡守一次，四方诸侯分别在四岳朝见天子，向天子报告自己的政绩；天子也认真考察各诸侯的功绩，把车马衣服奖给有功的诸侯。
