04/30/24 - SC County Supervisors - Part 1 - Coastal Trail Presentation by County staff

Supervisor Friend announced he must recuse himself from discussing a rail line project due to a direct financial conflict, as his home is near the line. The agenda then moved to the Coastal Rail Trail Segments 10 and 11 project, involving a public hearing to adopt SEPA findings, mitigation monitoring, and project approvals with Caltrans. Discussion included project updates, conflict resolution from previous decisions, and recapping previous board actions and environmental impact report certifications. New recommendations were presented for project permits and agreements, emphasizing cost reduction strategies, including discussions with Roaring Camp and Santa Cruz County Regional Transportation Commission to minimize financial impacts. The board reviewed project benefits, emphasizing its significance in reducing personal vehicle emissions and enhancing local connectivity.This was, for the most part, a repetition of the original presentation.
