Retired agent Mike Leyden reviews an extortion case that resulted in the conviction of Nicodemo Scarfo Sr., Philadelphia City Councilman Leland Beloff, and Beloff's administrative assistant, Robert Rego, for attempting to extort $1 million from Willard Rouse, a Philadelphia developer.
