Very quickly officer Holtzclaw is identified as their prime suspect. Sex Crimes Detectives Kim Davis and Rocky Gregory take over there case. Det. Davis decides Ligons is telling the truth before she ever even interviews Holtzclaw or reviews any evidence. Det. Davis further bias her investigation by instructing other investigators that she doesn't want to use what is normally considered a primary investigative tool - the photo line up.
