He holds a Master of Public Administration from the University of Texas at Arlington and a Bachelor of Arts from Nelson University.    Werner started his career in local government in 2014, working for the City of McKinney in the Main Street department and serving on the Texas Downtown Association board of directors, including one year as President of the organization.
