Your church? Your own high school? Clubs within your community? Your bank? Your community college?  Many scholarships will come directly from the university.  Remember that what they offer is just the tip of the ice berg.  Dive further into your course of study or any endowment scholarships that the school may offer.  Never stop asking.  Each year into college may bring new opportunities for which your child now qualifies.   Overall tip: Parent the child in the way they should go and don't stress too much about perfect SAT's or GPA or high school resume.  If you don't have any money saved for your child's education, you can still help them by allowing them to live with you, feeding them, and simply encouraging them to be the person God has called them to be.  With a debt free degree, their future has unlimited possibilities!
