We start the conversation with a story of a police officer who sued his own agency, and several other parties, in an attempt to hold them liable for the outcome of a catastrophic and nearly deadly situation.We use this case as a starting point for a larger discussion on how litigation is the only way that policies change and sometimes not for the better.
