Or he will be set free, as it states “Sanhedrin shall rescue the murderer from the _goeil hadam”._ Or he will be sent back to the sanctuary city, as it states “They will send him back to his city of sanctuary”. *Rebbi: The murderers head there on their own,* because they hope to have asylum there even though the murder was premeditated and the don’t deserve asylum.*Rabbi Elazar: A sanctuary city is not effective if the majority of its population are murderers* as it states “He shall state ‘his case’ before the elders of the city”.
