Define it too narrowly, however, and insurgencies will be left to roam free under the guise of humanitarian aid or religious organizations. Much of American culture lives in contradiction. It wants it's government to stay out of their business, except when it comes to supporting it. It's okay with government meddling, so long as it's bothering someone else.
