We're somewhere around 445 BCE. The Babylonian empire has been gone for almost a century — Cyrus the Great ended it in 539 BCE, and the Jewish exiles were eventually allowed to go home. But "home" is generous. Jerusalem had been destroyed by Nebuchadnezzar in 586/587 BCE — the exact year is debated by scholars by one year depending on how Babylonian and Judean regnal years are reconciled, but the event itself is not in dispute — the temple burned, the walls knocked down, the city emptied. By the time this story takes place, a new temple has been built and the walls have just been finished under Nehemiah.
