We're in the Persian Empire, somewhere around 480 to 475 BCE. The Jews have been scattered across foreign territory since the Babylonian deportations, generations back. Persia is now the dominant power. Persian kings were generally more tolerant of subject peoples than the Babylonians had been — but Jews in this world are still outsiders, dependent on rulers who can change their minds with little warning.
